Why Advocacy Matters

Access Is Protected by People Who Show Up

Utah's roads and trails are part of a larger public-land system shaped by planning processes, agency decisions, public comments, resource concerns, and user behavior. When responsible motorized users stay silent, access decisions can move forward without the full voice of the 4x4 community.

U4WDA's role is to help people understand what is happening, why it matters, and how they can participate constructively. Advocacy does not have to be complicated. It starts with being informed, submitting respectful comments, attending meetings, volunteering on the ground, and supporting organizations that represent responsible access.

Forest Service Roadless Rule Proposal

Extended deadline: October 6, 2026

The Forest Service proposes rescinding the 2001 Roadless Area Conservation Rule, affecting national-forest management, including in Utah. The comment deadline was extended from September 21 to October 6.

This is a proposed policy change, not an announcement that closed roads are reopening. Review the proposal, draft environmental impact statement, and maps, then submit specific comments about access, forest management, and resource impacts.

Utah Q4 Oil & Gas Lease Sale Review

Comment period: August 21–September 21, 2026

BLM’s published calendar lists the environmental assessment and unsigned finding for public review through September 21. Recreation users can review the parcels and submit specific, factual comments about access, routes, and recreation where applicable.

Next scheduled milestone: Sale notice October 16, 2026. This is not a public-comment deadline.

Dolores River Travel Management Plan

Next step: Draft review expected fall or winter 2026

BLM has released preliminary alternatives for approximately 321 miles of existing routes across about 127,000 acres in Grand County. A future plan will designate motorized routes as open, limited, or closed. Review the preliminary maps now; their release did not open a comment period. Watch the project page for a draft review announcement.

Trail Canyon & Dinosaur North Travel Plans

Status: Comments closed July 22 and July 23, 2026

BLM is evaluating open, limited, and closed designations across approximately 469 miles in Trail Canyon and 700 miles in Dinosaur North. Both plans are tentatively scheduled for completion in November 2026. The summer comment periods are closed; follow the project pages for final decisions and any further participation opportunities.

BLM Interim OHV Planning Guidance

Issued: July 20, 2026 · Expires September 30, 2029

BLM directed field offices to continue following current OHV regulations during federal rulemaking. Existing area, road, and trail designations remain in effect unless and until they are revised through the required planning process.

Helpful Comments Should

  • Be respectful, factual, and specific.
  • Explain how you use the route or area responsibly.
  • Share local knowledge, access needs, and historic use where appropriate.
  • Support practical management solutions, not just opposition.
  • Mention stewardship, education, and willingness to help.

Avoid Comments That

  • Use insults, threats, or hostile language.
  • Copy and paste generic text without personal detail.
  • Ignore resource concerns or management responsibilities.
  • Make unsupported claims or exaggerations.
